The opening of the (short) October window for pre-filling work-related “nulla osta” (work authorisation) applications is approaching. The start date and duration of the form pre-filling phase will be announced through an inter-ministerial circular.
Here, then, is a short guide to getting properly prepared.
1. How many quotas are available for the entry of workers in 2027?
The decreto flussi for 2027 has set aside 165,850 quotas for work-related “nulla osta” applications. Of these, 76,200 quotas are for non-seasonal subordinate employment and 650 for self-employment; 89,000 are for seasonal subordinate employment in the agricultural and tourism sectors; and of the latter, 6,000 are reserved for multi-year “nulla osta” permits.
2. How and by whom must the flussi application be submitted?
The application can be submitted starting at 9:00 a.m. on the opening day through the dedicated ministerial portal.
The ALI Services Portal can be accessed, using SPID/CIE credentials, by employers wishing to submit a work authorisation (“nulla osta”) application, who may enter up to a maximum of three requests; it can also be accessed by parties enabled and authorised to submit applications on behalf of employers, such as lawyers and employer trade associations.
3. When will application pre-filling for the decreto flussi 2027 begin?
At the moment, the Government has not yet announced the opening of the pre-filling phase. However, last year it was possible to pre-fill applications from 23 October to 7 December. It is therefore highly likely that the window will open in the same period this year as well. We therefore recommend getting ready right away so as not to lose any time.
4. What are the first steps for correct pre-filling?
The first step in order to proceed with pre-filling flussi applications is to obtain a PEC (certified email address) and register it in the INI-PEC database — the database dedicated to legal entities — or in INAD, in the case of a natural person. Only in this way will it be possible to obtain the code needed to unlock the portal to be pre-filled.
Here is our guide on how to obtain a digital signature and PEC and how to register with the various digital domiciles.
5. Why turn to an immigration lawyer in Bologna?
A lawyer with expertise in immigration law can provide advice and assistance, both in and out of court, across many areas of a foreign national’s life, including the correct pre-filling of the flussi application. With our help, your chances of submitting the application within just a few minutes of the click day opening will increase considerably, giving you the assurance of obtaining a “nulla osta”.
