decreto flussi 2027, precompilazione domande flussi, nulla osta lavoro, lavoratori stranieri, sportello unico immigrazione, immigrazione, avvocato, decreto flussi,

1. When is the pre-filling of the 2027 flows applications scheduled?

The pre-filling of the applications for clearance (nulla osta) for work purposes opens at 9:00 a.m. on 23 October and closes at 8:00 p.m. on 7 December 2026. The pre-filling period includes public holidays and has no time-of-day restrictions.

2. What are the first steps for correct pre-filling?

The first step in order to proceed with the pre-filling of the flows applications is to obtain a certified email address (PEC) and register it in the INI-PEC database, the one dedicated to legal entities, or in INAD, in the case of a natural person. This address becomes the digital domicile elected by the applicant, pursuant to Article 47 of the Civil Code, for all communications sent to them by the Single Desk for Immigration (SUI) through the IT system in use.

Registering the PEC is essential not only during the pre-filling stage, but also for the subsequent procedural steps. Only by registering it will it be possible to obtain the code needed to unlock the portal to be pre-filled.

3. What checks are required before proceeding with pre-filling?

Before submitting an application for clearance, the employer must verify, with the competent Employment Centre (Centro per l’impiego), that no workers are available within the national territory. This check is carried out by sending a staff request using the dedicated form prepared by the Ministry of Labour and Social Policies (here the form). The form is then attached in the upload section of the application (next to the wording “Dichiarazione verifica centro per l’impiego”).

If the Employment Centre does not report the availability of such workers within eight days of the request, the employer may proceed to hire foreign workers residing abroad. The eight days are deemed to include Sundays, public holidays and mid-week rest days.

4. Which forms can be used for pre-filling?

The forms confirmed for the pre-filling of this autumn 2026 are:

  • C-Stag agricultural, the application for clearance/notification of seasonal subordinate employment in the agricultural sector;
  • C-Stag tourism, the application for clearance/notification of seasonal subordinate employment in the tourism sector;
  • B2020, the clearance/notification of non-seasonal subordinate employment in the sectors set by the D.P.C.M. (road haulage of goods for third parties and construction, tourism-hotel and catering, mechanics, telecommunications, food and shipbuilding);
  • A-bis within the quota, the application for clearance for non-seasonal subordinate employment in the domestic care sector.

In these forms, the employer must provide their own personal and tax details, together with the passport details of the foreign worker; the particulars of the contractual offer (applicable national collective agreement, CCNL, job role, working hours, workplace and so on) and of the availability of suitable accommodation for the worker; their own declaration of commitment to cover repatriation costs in the event of the employee’s expulsion; and finally the sworn certification and the verification of the unavailability of workers already present within the national territory referred to above.

5. What is the sworn certification (asseverazione) and who needs it?

Among the documents to obtain before pre-filling the flows application is also the sworn certification (asseverazione), that is, the document by which professionals or employers’ organisations certify the employer’s financial capacity and compliance with the contractual requirements set by law for hiring foreign workers. The sworn certification is required for all sectors, including domestic care, but it is not required where applications are submitted, in the name and on behalf of their members, by employers’ organisations that have signed the Memorandum of Understanding referred to in Article 24-bis, paragraph 3, of the Consolidated Immigration Act (T.U.I.) with the Ministry of Labour and Social Policies, published on 1 October 2024.
